We have to think it more akin to an STD or herpes. It is spread through intimate contact. Narrower the audience, the bigger the impact. Not every person is a potential problem. That is a fallacy. Think about hot spots. I'm advocating for a much more smarter approach, working with community leaders, with law enforcement. At the end of the day, you know, that is a needle in the haystack.
