WALLACE: "Do you think that Mueller, people on his team, expected that report to trigger an impeachment inquiry?

COMEY: "I do. I think they make clear that they are laying out the obstruction pattern for two reasons. First, for future prosecutors. Actually, essentially they say that an interesting language which is, we cannot charge this person now, we want to collect all this so that — the way I read it — and he can be charged, the evidence has been gathered, and second, so that the constitutional responsibilities of Congress can be discharged. I forget the exact language but that is the gist of it."
