McCARTHY: “One of our goals is to change Washington. We're tired of these omnibus bills where Congress doesn't do their work like the appropriations. So on the debt ceiling, we put a provision in there, if you did not do your job, there is a 1% cut across the board. It made a lot of members mad, but they are actually doing their work. I don’t believe we will have enough time to pass all the appropriation bills by September 30, so I would actually like to have a short-term C.R., only to make our arguments stronger. Because, Maria, if we shut down, all government shuts down, investigations and everything else. It hurts the American public.
