WRAY: “The good guys are constrained by the rule of law and international norms. Bad guys aren't, which you could argue in a sense that gives them a competitive advantage. The competitive advantage the good guys have is that for all the reasons Matthew said when we're all working together, then there are no match."
LICHFIELD: "Yes."
WRAY: "Because the bad guys relationships with each other are purely transactional. And they'll turn on each other in a heartbeat if -- if it suits them. But because they're not constrained by the rule of law, because they're not constrained by international norms, we have to be mindful of the advance that gives them and work together in partnership."
