DELANEY: “Well, if you think about Medicaid expansion effectively being expanded too everyone through this new program I'm creating, yes, that's the right way to think about it. But this is the thing you got to remember, Chuck, is Medicaid only pays 80 percent of costs, Medicare pays 95 percent of cost. Commercial insurance pays 115 percent of cost.There is no evidence to suggest that if the government was the only payer, like in these single-payer proposals, that the government would ever pay cost. And you'd have a reduction in quality and access for the American people. That's why that proposal, which creates universal health care, but does it with a single-payer system, is not as good as what I proposed.”
