COBB: "I don’t think the public is likely to see the report unless it’s leaked. Under the regulations 28 CFT 600.1 to 600.10, the process is Muller gives a confidential report to the attorney general and thereafter any communications about it are up to the attorney general. He’s obligated to tell Congress that he’s received the report. He’s obligated to tell Congress whether there were any requests by the special counsel or not honored by the Justice Department. But beyond that, he’s not obligated to release anything. Now, there is, you know — he certainly has the latitude to do a short summary if he wants to. You know, I think everybody’s indicated that they would like to be as transparent as they can under the law, but there is a law. There’s a law on grand jury secrecy, there’s a law on how the report is supposed to be handled. And that law was in response to — it was a Clinton Administration project and it was designed to prevent the wide dissemination of facts gathered during a special counsel investigation."
